Round 28 Paving Bid Contested, Cotterill Recognized at Meigs County Commissioners Meeting
The Meigs County Commissioners converged on July 17, 2014, at the courthouse in Pomeroy, for their weekly meeting. The meeting opened with the Pledge of Allegiance and a prayer before the commissioners approached the business on the agenda.
First was approval of the previous week’s minutes and the county bills, with the County General totaling $20,889.69 and the county’s total bills equaling $268,828.97. Following the approval of the bills, a resolution declaring the necessity to levy a tax in excess of the ten-mill limitation for the Meigs County Health Department was read and approved. It will be a five year additional levy of 1.00 mill for a five year period.
Next occurred a special moment, as Caitlin Cotterill, accompanied by her family, was presented a resolution, honoring her achievements in archery. Cotterill, who will be entering the sixth grade at Meigs Middle School, attended the National Archery in the Schools Program’s World Archery Tournament in Wisconsin, where she finished 16th in the 5th grade girls division, 19th in the elementary girls division, and 217th out of 1,135 girls overall.
The Meigs Historical Society was awarded $6,500 in funding for the second half of 2014, and Curt Cline, of Albany, Ohio, was awarded $345 for an animal claim for two female sheep killed by dogs on his Meigs County farm.
The Round 28 paving bid, which last week was referred to the prosecutor, is being contested by Kyle Mooney of Nuko Paving. Nuko may not be awarded the bid, as they are not Ohio Department of Transportation (ODOT) pre-qualified. Mooney claims that pre-qualification from ODOT was not listed in the advertisement or bid packet as a requirement to receive the contract. In addition Nuko Paving will be awarded pre-qualified status before work is slated to begin on the project. However, the packet refers to ODOT bid specifications, which require a company to be pre-qualified before bidding on a project. Mooney asserts that, by law, it has to be listed in the bid packet or advertisement. Mooney was quoted as saying that “there will be legal action from my company on this,” although he did not specify who the legal action would be towards. The issue was tabled until the following week.
Other business saw the Angela Eason Dugout Project receiving an extension to 76 days, stetting the tentative completion date to August 30, 2014. The change was attributed to permit delays. An advance back transfer of $250.00 from County General into B037-B01, Grants Office, was also approved. The meeting was then adjourned.
