Two Meigs County Residents Indicted by Gallia Grand Jury

Prosecuting Attorney Jason D. Holdren announces that the Gallia County Grand Jury met in June 2022 and returned indictments on two Meigs County residents along with others.

Heather N. Randolph, 39, of Pomeroy, Ohio, has been indicted on one count of Possession of Fentanyl Related Compound, a felony of the fifth degree.

Justin R. Flinner, 32, of Pomeroy, Ohio, was also indicted on one count of Possession of Fentanyl Related Compound, a felony of the fifth degree.

Additionally, the Grand Jury returned on indictments for the following individuals:

Justin W. Carf, 34, of Gallipolis, Ohio, one count of Failure to Provide Notice of Residence Address Change, a felony of the first degree.

Amanda L. Burns, 41, of Gallipolis, Ohio, two counts of Complicity to Trafficking in Drugs, felonies of the first degree.

Brittani L. Minnis, 37, of Bidwell, Ohio, one count of Possession of Fentanyl Related Compound, a felony of the first degree; one count of Trafficking in a Fentanyl Related Compound, a felony of the first degree; one count
of Aggravated Possession of Drugs (Methamphetamine), a felony of the fifth degree; and one count of Aggravated Trafficking in Drugs (Methamphetamine), a felony of the fourth degree.

Jeremy A. Russell, 45, of Thurman, Ohio, one count of Aggravated Possession of Drugs (Methamphetamine), a felony of the third degree.

Eric D. Downey, 43, of Jackson, Ohio, one count of Aggravated Possession of Drugs (Methamphetamine), a felony of the fifth degree; and one count of Failure to Comply with Order or Signal of Police Officer, a felony of
the third degree.

Richard L. Houck, 23, of Crown City, Ohio, one count of Pandering Sexually Oriented Matter Involving a Minor, a felony of the fourth degree; one count of Illegal Use of Minor in Nudity-Oriented Material of Performance, a felony of the fifth degree; and one count of Disseminating Matter Harmful to Juveniles, a felony of the fifth degree.

Ashlee J. Garretson, 25, of West Logan, West Virginia, one count of Possession of Fentanyl Related Compound, a felony of the fourth degree; and one count of Aggravated Possession of Drugs (Methamphetamine), a felony of the fifth degree.

Amos N. Sigman, 45, of Apple Grove, West Virginia, one count of Aggravated Possession of Drugs (Methamphetamine), a felony of the fifth degree; one count of Improper Handling of a Firearm in a Motor Vehicle, a felony of the fourth degree; and one count of Improper Handling of a Firearm in a Motor Vehicle, a felony of the fifth degree.

Gerald D. Mollett II, 32, of Gallipolis, Ohio, one count of Obstructing Justice, a felony of the fifth degree.

Lucas B Oxyer, 50, of Gallipolis, Ohio, one count of Possession of Heroin, a felony of the fifth degree; and one count of Possession of Fentanyl Related Compound, a felony of the fifth degree.

Anthony H. Long, 39, of Gallipolis, Ohio, one count of Breaking and Entering, a felony of the fifth degree.

Travis E. Johnson, 31, of Point Pleasant, West Virginia, one count of Aggravated Possession of Drugs (Methamphetamine), a felony of the fifth degree; and one count of Possession of Fentanyl Related Compound, a
felony of the fifth degree.

Steven E. Sheets, 41, of Gallipolis, Ohio, one count of Aggravated Possession of Drugs (Methamphetamine), a felony of the fifth degree; and one count of Possession of Fentanyl Related Compound, a felony of the fifth degree.

Aaron D. Carpenter, 32, of Gallipolis, Ohio, one count of Possession of Fentanyl Related Compound, a felony of the fifth degree.

Ronnie R. McCain II, 44, of Oak Hill, Ohio, one count of Aggravated Possession of Drugs (Methamphetamine), a felony of the fifth degree.

Heidi M. Lemley, 32, of Gallipolis, Ohio, one count of Possession of Fentanyl Related Compound, a felony of the fifth degree.

Cassidy R. Sheffield, 38, of Gallipolis, Ohio, one count of Aggravated Possession of Drugs (Methamphetamine), a felony of the fifth degree.

Jerri N. Cox, 45, of Patriot, Ohio, one count of Aggravated Possession of Drugs (Methamphetamine), a felony of the fifth degree.

Angela K. Puckett, 24, of Jackson, Ohio, one count of Aggravated Possession of Drugs (Methamphetamine), a felony of the fifth degree.

Terri R. Lucas, 45, of Thurman, Ohio, one count of Aggravated Possession of Drugs (Methamphetamine), a felony of the fifth degree.

Matthew Daniels, 44, of Oak Hill, Ohio, one count of Aggravated Possession of Drugs (Methamphetamine), a felony of the fifth degree.

The cases against those indicted will proceed in the Gallia County Common Pleas Court.
