The names of those involved including the suspect in a hit and run incident in Racine have been released.

Brian Barringer, 38, and David Schackart, 27, were working on sidewalk upgrades in the Village of Racine when they were struck by a truck driven by Johnathon Reese, 62, according to the Ohio State Highway Patrol. Barringer was transported from the scene by Meigs EMS to Holzer Meigs Emergency Department, while Schackart was flown to St. Mary’s in Huntington.

According to Sgt. Alan Stalder, Reese has not been charged. Recommendations for charges/indictments have been referred to the Meigs County Prosecutor’s Office. Meigs County Prosecutor James Stanley said he received the file, but was not consulted on charges previously in the incident.

Sgt. Stalder said OSHP is recommending charges of OVI, leaving the scene, and aggravated vehicular assault.

When asked why Reese was not arrested at the time, Sgt. Stalder said OSHP does not have authority at a private residence. Meigs County Sheriff’s Office Deputies located Reese at his residence after the incident, OSHP released him.

Depending on which way things go in the case at this point, it could go to Meigs County Court or to the Grand Jury for indictment. All suspects are considered innocent until proven guilty in a court of law.
