A 26‑year‑old California mother faces accusations of abandoning her newborn, only a few hours old, in an outdoor dumpster during rain, leaving the infant exposed with the umbilical cord still attached.
Authorities announced that Astrid Nohemi Lopez Ramos was arrested on September 17 and charged with a single count of child endangerment.
The Riverside Police Department reported that the investigation commenced at approximately 2:30 p.m. on May 4, 2025, when the Public Safety Communications Center received multiple calls reporting a baby crying inside a dumpster enclosure at an apartment complex on the 3800 block of Jackson Street, located roughly 50 miles southeast of Los Angeles.
“Responding officers discovered a newborn infant who had been found moments earlier by a resident,” the release states. “The baby was lying next to a dumpster, breathing and crying, with the umbilical cord still attached. The infant had been left uncovered and exposed to the rain.”
Emergency medical personnel transported the newborn to a nearby hospital, where he was admitted in stable condition, according to Los Angeles Fox affiliate KTTV. The infant remains in the custody of Child Protective Services.
Investigators assert that the baby was delivered “only a few hours” before he was discovered, per the police release.
Within the ensuing year, detectives specializing in child abuse identified Ramos as the infant’s mother.
Ramos was booked into the Robert Presley Detention Center on September 17, and a judge set her bond at $35,000. Online jail records indicate that she was no longer in custody as of Tuesday afternoon. She is scheduled to appear before the Riverside Hall of Justice on January 12, 2027.
Police reminded residents of California’s Safely Surrendered Baby Law, which permits a parent or legal guardian to surrender a newborn within 72 hours of birth at designated locations without interrogation. Legislation signed this month by Governor Gavin Newsom will extend the safe‑surrender window to 30 days, effective January 1, 2027.
