A Davenport fugitive has been apprehended after more than 14 years on the run.
Brian Anthony Williams, 50, was apprehended by the US Marshals Service in San Diego’s Mission Beach neighborhood. According to marshals, he was living as “Troy Williams” and worked as a cook. On Tuesday, October 6, he was arrested at his workplace without incident.
“This arrest is an excellent example of people who believe they have outwitted law enforcement and avoided arrest,” U.S. Marshal Ted Kamath stated in a press release. “Deputy U.S. Marshals remain resolute in their relentless pursuit of the most dangerous offenders in our society.”
Williams was charged in Scott County in October 2012 with first-degree kidnapping, assault inflicting serious harm, conspiracy to conduct a felony, and first-degree arson for his alleged involvement in an event in which a lady was kidnaped, assaulted, and shot before being abandoned in a field in Davenport.
Williams, 36, and the victim were reportedly wrapped with duct tape and abducted from their shared residence in the 6000 block of Hillandale Road shortly before 4 a.m. on Monday, October 8, 2012.
The victim informed Scott County Deputies that she and Williams were transported to a field near the Flying J, where they were assaulted, shot, and abandoned in a ditch. After being shot in the leg, she went to the Flying J to report the event.
The victim later informed police that she believed the thieves had taken Williams with them when they left her in the ditch. A short time later, police discovered Williams walking in the 2000 block of West 58th Street, wearing duct tape. He had no visible injuries.
Police discovered that Williams collaborated with three other men to stage the kidnapping, assault, and shooting in order to end his relationship with the victim. According to police, Williams and the three other persons proceeded to the victim’s new boyfriend’s home and allegedly poured several gallons of gasoline about the house before setting it on fire. All five persons inside the house escaped unharmed.
On August 8, 2013, a jury convicted one of the other conspirators, Jeremy Garvin of Marion, of kidnapping, arson, malicious damage, and conspiracy to commit a forcible offense.
Williams is being kept in USMS custody while awaiting extradition to Iowa.
