July 2022 Meigs Grand Jury Returns Indictments

POMEROY, Ohio – Meigs County Prosecuting Attorney James K. Stanley announces that on July 13, 2022 the Meigs County Grand Jury returned twenty-two indictments.  Those indicted include the following cases presented by the Meigs County Prosecuting Attorney’s Office:

Christopher Caldwell, 40, of Tuppers Plains, Ohio, was indicted for Aggravated Robbery, a felony of the first degree, and Theft, a felony of the fourth degree.  The Meigs County Sheriff’s Office investigated this matter.

Willie Causey, 40, of Conway, South Carolina, was indicted for Possession of Drugs (Fentanyl), a felony of the fifth degree.  The Meigs County Sheriff’s Office investigated this matter.

Jason Francis, 46, of Leesburg, Virginia, was indicted for Possession of Drugs (Methamphetamine), a felony of the fifth degree, Failure to Comply with Order or Signal of a Police Officer, a felony of the third degree, and Receiving Stolen Property, a felony of the fourth degree.  The Ohio State Highway Patrol investigated this matter.

Crystal Fultz, 30, of Rutland, Ohio, was indicted for Possession of Drugs (Amphetamine), a felony of the fifth degree.  The Ohio State Highway Patrol investigated this matter.

Weston Hickman, 29, Pomeroy, Ohio, was indicted for Trespass in a Permanent or Temporary Habitation, a felony of the fourth degree, and Resisting Arrest, a misdemeanor of the second degree.  The Meigs County Sheriff’s Office investigated this matter.

Garry Huddleston, 40, of Racine, Ohio, was indicted for Possession of Drugs (Methamphetamine), a felony of the third degree, and Possession of Drugs (Methamphetamine), a felony of the fifth degree.  The Meigs County Sheriff’s Office investigated this matter.

Keith Lamm, 34, of Gallipolis, Ohio, was indicted for Possession of Drugs (Methamphetamine), a felony of the fifth degree.  The Meigs County Sheriff’s Office investigated this matter.

Lester Lewis, 53, of Pomeroy, Ohio, was indicted for Possession of Drugs (Methamphetamine), a felony of the fifth degree.  The Meigs County Sheriff’s Office investigated this matter.

Jake Older, 35, of Pomeroy, Ohio, was indicted for two counts of Possession of Drugs (Fentanyl), each a felony of the fifth degree.  The Meigs County Sheriff’s Office investigated this matter.

Terry McDonald, 40, of Vinton, Ohio, was indicted for Failure to Comply with Order or Signal of a Police Officer, a felony of the third degree.  The Meigs County Sheriff’s Office investigated this matter.

Cinamon McGee, 47, of Nelsonville, Ohio, was indicted for Possession of Drugs (Methamphetamine), a felony of the fifth degree, and Possession of Drugs (Morphine), a felony of the fifth degree.  The Meigs County Sheriff’s Office investigated this matter.

Tommy Moore, 37, of Lucasville, Ohio, was indicted for two counts of Trespass in a Permanent or Temporary Habitation, each a felony of the fourth degree.  The Middleport Police Department investigated this matter.

Tony Rockhold, 49, of Reedsville, Ohio, was indicted for Assault, a felony of the fourth degree.  The Meigs County Sheriff’s Office investigated this matter.

Charles Roush, 30, of Pomeroy, Ohio, was indicted for Failure to Comply with Order or Signal of a Police Officer, a felony of the third degree.  The Meigs County Sheriff’s Office investigated this matter.

Charles Smith, Jr., 37, of Logan, West Virginia, was indicted for Possession of Drugs (Methamphetamine), a felony of the fifth degree.  The Meigs County Sheriff’s Office investigated this matter.

Zackery Stobart, 26, of Middleport, Ohio, was indicted for Possession of Drugs (Cocaine), a felony of the fifth degree, and Possession of Drugs (Methamphetamine), a felony of the fifth degree.  The Meigs County Sheriff’s Office investigated this matter.

Amber Stover, 35, of Pomeroy, Ohio, was indicted for Possession of Drugs (Methamphetamine), a felony of the fifth degree.  The Meigs County Sheriff’s Office investigated this matter.

Marty Tolliver, 33, of Long Bottom, Ohio, was indicted for Possession of Drugs (Methamphetamine), a felony of the fifth degree.  The Ohio State Highway Patrol investigated this matter.

Jenna Vernon, 36, of Pomeroy, Ohio, was indicted for three counts of Possession of Drugs (Fentanyl), each a felony of the fifth degree, Possession of Drugs (Cocaine), a felony of the fifth degree, and Possession of Drugs (Methamphetamine), a felony of the fifth degree.  The Meigs County Sheriff’s Office investigated this matter.

Kevin Whobrey, 46, of Pomeroy, Ohio, was indicted for Possession of Drugs (Methamphetamine), a felony of the fifth degree.  The Meigs County Sheriff’s Office investigated this matter.

Robert Windsor, 33, of Pomeroy, Ohio, was indicted for Possession of Drugs (Methamphetamine), a felony of the fifth degree.  The Meigs County Sheriff’s Office investigated this matter.

Additionally, the Ohio Attorney General’s Office presented the following case to the grand jury:

Brandon Grover, 34, of Middleport, Ohio, was indicted for two counts of Intimidation, each a felony of the third degree.

All cases will proceed in Meigs County Court of Common Pleas.

For informational purposes, possible penalties for felony offenses committed before March 22, 2019 include: felonies of the first degree- 3-11 years in prison and up to a $20,000 fine; felonies of the second degree- 2-8 years in prison and up to a $15,000 fine; felonies of the third degree- 9-36 months in prison and up to a $10,000 fine; felonies of the fourth degree- 6-18 months in prison and up to a $5,000 fine; felonies of the fifth degree- 6-12 months in prison and up to a $2,500 fine.  Possible penalties for first and second degree felonies committed on or after March 22, 2019 include: felonies of the first degree- a minimum sentence of 3-11 years in prison with an indefinite maximum sentence of up to 16.5 years in prison and up to a $20,000 fine; felonies of the second degree- a minimum sentence of 2-8 years in prison with an indefinite maximum sentence of up to 12 years in prison and up to a $15,000 fine.  For most felonies of the fourth and fifth degrees, sentencing guidelines found in the Ohio Revised Code require first-time offenders to be sentenced to community control unless certain conditions exist permitting the imposition of a prison sentence.
