El Paso Man Sentenced To 20-year In Prison For Exploiting Minors Across International Borders

An El Paso man was sentenced to 20 years in federal prison for carrying a visual portrayal of sexual exploitation of a minor across the international border.

According to court documents, on January 10, Enrique Ruvalcaba-Mendez, 71, was submitted for secondary examination at the Bridge of the Americas Port of Entry. U.S. Customs and Border Protection (CBP) officers discovered that Ruvalcaba’s phone included many films and images of him engaging in sexual behavior with minor females.

The inquiry discovered that Ruvalcaba would travel to Ciudad Juarez, Mexico, and pay to have sex with minors. He would videotape himself with the minors and save the footage to his phone. Ruvalcaba was discovered to have abused at least three juveniles in Mexico.

Ruvalcaba pled guilty on July 3 and was sentenced by United States District Judge David Briones on September 24.

ICE Homeland Security Investigations and CBP investigated the matter, with help from the HSI Assistant Attaché Office in Ciudad Juarez.
