Maryland State Police arrested man in deadly hit-and-run on I-695

Maryland State Police have arrested a Baltimore County man in connection with a fatal hit-and-run on Interstate 695 in January.

Police said Zaqueo Issac Alvarenga Menjivar, 32, of Cockeysville, has been arrested and charged with manslaughter.

On April 28, the Baltimore County State’s Attorney’s Office presented the case to the Baltimore County Grand Jury, which returned an indictment charging Menjivar with negligent manslaughter, failure to remain at the scene of an accident with knowledge of another person’s death, failure to return to or remain at the scene of an accident, reckless and negligent driving, and other charges.

Menjivar was sent to the Baltimore County Department of Corrections, where he is being held without bond.

Just before 2:30 a.m. on January 11, 2026, Maryland State Police responded to a pedestrian accident on I-695 between Providence Road and Delaney Valley Road.

According to the investigation, a Mitsubishi Outlander was disabled in the left lane after colliding with the Toyota and hitting a concrete barrier with its hazard lights turned on. Both vehicles’ occupants exited on the shoulder. Later, a Chevy Equinox veered onto the shoulder to escape the Toyota, striking the victim, Ahmed Waqus Qayun Kahn. The driver, Menjivar, departed, returned to his vehicle, and escaped.

Kahn died at the site; he was a passenger in a 2014 Toyota Camry.

The current investigation is being led by the Maryland State Police Crash Team.
