COLUMBIA, S.C. — Investigators say a Richland County man received $10 after allegedly using a counterfeit South Carolina Education Lottery instant scratch-off ticket, according to an arrest warrant.
The South Carolina Law Enforcement Division (SLED) charged Allen Jay Rowe, 37, with Intent to Defraud, Counterfeit Game Tickets on Saturday, Sept. 19. The South Carolina Education Lottery asked SLED to investigate the case.
According to the arrest warrant, the incident allegedly took place around Sept. 1 at the QuikTrip located at 8205 Two Notch Road in Richland County.
The warrant says Rowe allegedly presented a South Carolina Education Lottery instant scratch-off ticket and received a $10 cash payout. Investigators said Rowe stole the ticket from Circle K #3485 on Elmwood Avenue in Columbia, where he allegedly took two packs of South Carolina Education Lottery instant scratch-off tickets worth $600.
Law enforcement identified Rowe, and the warrant states surveillance footage from both stores captured him at each location.
Rowe was taken into custody and booked at the Alvin S. Glenn Detention Center in Richland County.
The case will be prosecuted by the 5th Circuit Solicitor’s Office.
