A Garnavillo man has been charged after police say he picked up two children from elementary school while drunk Thursday.
Chris Bissell, 66, is charged with two counts of child endangerment and OWI second offense.
Officers received a report of a possible inebriated man around 4:15 p.m. after Bissell picked up two students from Clayton Ridge Elementary School.
A little time later, police discovered Bissell. His blood alcohol level was 0.159%, over double the legal limit. The youngsters were inside the car at the time.
