3 apprehended, including teen, as task force shuts down illegal car rallies in Maryland

Three people were arrested, including a 17-year-old, after police broke up several unlawful vehicle rallies in central Maryland over the weekend in Prince George’s, Howard, and Montgomery counties.

The Maryland Car Rally Task Force and allied law enforcement agencies claimed the combined operation started at 10 p.m. Friday and lasted until 6 a.m. Saturday. Police conducted high-visibility enforcement patrols around the region, prohibiting groups of up to 300 people from participating in exhibition driving, unruly behavior, and road shutdowns.

The task force coordinated monitoring and enforcement efforts in four locations:

  • 5060 Beech Place in Temple Hills
  • 1032 Hampton PK Blvd in Capitol Heights
  • 1415 Magellan Road in Hanover
  • 7101 Troy Hill Drive in Elkridge.

Police arrested two adults: Steven Javier Cruze-Benetiz, 18, of Silver Spring, and Payton Frazier, 19, of Pasadena.

Cruze-Benetiz was charged with reckless endangerment, first and second-degree assault, aggravated assault with a firearm, possession of a loaded firearm in a vehicle, and other connected offenses.

Frazier got unruly during an on-scene police investigation and was jailed, according to authorities. He was accused with failing to follow a lawful order and resisting arrest.

According to police, Frazier was escorted before a district court commissioner in Prince George’s County for an initial appearance before being released on his own recognizance.

According to police, two adolescents, both 17 years old, were detained. A youngster from Fairfax, Virginia, was charged with possessing a loaded firearm on person, possessing a loaded firearm in a vehicle, possessing a firearm with an obliterated serial number, and other offenses.

The other 17-year-old from Laurel was apprehended and discovered to be in possession of a replica firearm, police said. He was released to his parent.
