23-year-old Waterbury man apprehended for alleged involvement in multi-million dollar scheme to evade tolls, tickets in New York

A 23-year-old Waterbury man was taken into custody for allegedly participating in a multi-million dollar plan to evade tolls, parking, and traffic charges, according to a New York DOJ announcement.

Xavier Rodriguez Francisco was one of 11 individuals indicted in New York. As part of the plan, the suspects used dealer licenses from New Jersey and Georgia to manufacture over 100,000 temp tags, which were registered to addresses in southern New York.

The tags went for $50 to $250 each. Since or around 2017, the tags have resulted in at least $11.8 million in unpaid parking and traffic penalties in New York City and at least $3.1 million in unpaid E-Z Pass tolls in New York State.

Temp tags issued by the suspects have been the subject of several complaints to the New York Police Department and other law enforcement agencies, including from victims who received invoices for tolls and penalties they did not commit. Furthermore, temp tags given by the suspects were linked to at least 1,200 occurrences reported to the NYPD, including at least six homicides, according to the announcement.
