Suspect taken into custody in fatal stabbing of 16-year-old in Cleveland’s Ohio City neighborhood

A Cleveland man has been charged with aggravated murder for fatally stabbing a 16-year-old boy in the city’s Ohio City neighborhood.

Devin Thompson, 29, was detained Thursday in connection with Mitanna Penn’s killing, authorities said.

Thompson’s initial appearance in Cleveland Municipal Court has not yet been scheduled, and court records show no counsel listed for him.

Penn was discovered with several knife wounds around 5:50 a.m. on Tuesday in the 2700 block of Loop Drive, according to officials.

Cleveland police and Cleveland Metropolitan Housing Authority personnel discovered Penn bleeding from his injuries and treated him until EMS arrived. Paramedics pronounced him dead on the scene.

Thompson and Penn knew each other, according to police, but their relationship was unknown as of Friday.

Thompson is a registered sex offender who pled guilty to sexual battery and domestic abuse in 2019, court documents show.

On Oct. 7, he was also indicted on 20 counts of rape, unlawful sexual contact with a minor, menacing via stalking, aggravated menacing, importuning, kidnapping, and child pornography.

Authorities have not confirmed whether the 2025 case is linked to Penn’s death.

He is scheduled to be arraigned on sexual assault charges in Cuyahoga County Common Pleas Court on Monday.
