Portland Man Sentenced To 25 Years In Prison For 2022 Fatal Shooting Of Salem Woman

A Portland man was sentenced on Sept. 9 to 25 years in jail for shooting and killing a Salem woman in 2022.

Jose Ruben Moreno-Hernandez, 36, was charged with Marcie Harris’ killing on July 21, 2022, in a sealed indictment returned in February 2023. Moreno-Hernandez was initially charged with second-degree murder and criminal use of a weapon.

Harris, 42, was discovered dead and slumped over in a vehicle in the 3300 block of Portland Road NE after officers were dispatched for a welfare check, Salem officers said.

According to police, the case is being investigated as a homicide, with Harris dying from a gunshot wound.

Police never offered any further information about the inquiry.

According to court documents, Moreno-Hernandez was serving a six-year term in California for car theft at the time the indictment was filed. In September 2023, he was transferred to the Marion County Jail for prosecution.

He pled guilty to first-degree homicide and unauthorized firearm use on August 26.
