The Meigs County Commissioners met in regular session. Present were President, Jimmy Will; Vice-President, Zachary Manuel; Member, Shannon Miller and Clerk, Tonya Edwards. Also present were Sheriff Scott Fitch; Sarah Hawley, Meigs County 911 Director; Jenny Ridenour, Meigs Soil and Water and Meigs Treasurer, Tim Ihle. President Jimmy Will gave the opening prayer followed by the Pledge of Allegiance led by Tonya Edwards. President Jimmy Will called the meeting to order at 10:00 am.

MINUTES
Mr. Will made the motion to accept last week’s minutes with a second from Mr. Manuel. Vote on roll call: Mr. Miller, yea; Mr. Manuel, yea; Mr. Will, yea.

BILLS
Mr. Will made the motion to approve this week’s bills, with a second from Mr. Manuel. Vote on roll call: Mr. Miller, yea; Mr. Manuel, yea; Mr. Will, yea.

APPROPRIATION ADJUSTMENT
Mr. Will made a motion to adjust $445.00 from B043B04 to B643B11 to pay an invoice from an appropriate line item. Mr. Manuel seconded the motion. Vote on roll call: Mr. Miller, yea; Mr. Manuel, yea; Mr. Will, yea.

APPROPRIATION ECONOMIC DEVELOPMENT
Mr. Will made a motion to appropriate $30,000.00 from A217A01 certified unappropriated into B043B04 transfer in. Mr. Manuel seconded the motion. Vote on roll call: Mr. Miller, yea; Mr. Manuel, yea; Mr. Will, yea.

TRANSFER MEIGS SOIL AND WATER
Mr. Will made a motion to transfer $33,500.00 into Meigs SWCD special fund account L050L01 and also transfer $10,000.00 from special fund account to L050L14 liter prevention. Mr. Manuel seconded the motion. Vote on roll call: Mr. Miller, yea; Mr. Manuel, yea; Mr. Will, yea.

EMA
Mr. Will made a motion to transfer $57,389.00 to S014-S3 for the 50% match to the EMPG-FY2022 grant. Mr. Manuel seconded the motion. Vote on roll call: Mr. Miller, yea; Mr. Manuel, yea; Mr. Will, yea.

COOL COUNTRY CORP LIQUOR LICENSE
Mr. Will tabled the Cool Country Corp Liquor license to allow the public a week to present any concerns they may have. This will be on the agenda for April 20, 2023 to be voted on and sent back to the Ohio Division of Liquor Control.

RESOLUTION SHERIFF OFFICE
This matter was tabled last week and was discussed with the Prosecutor James Stanley. Mr. Will made a motion to sign the resolution as it is written to allow Mr. Rick Patterson to purchase his service weapon. Mr. Manuel seconded the motion. Vote on roll call: Mr. Miller, yea; Mr. Manuel, yea; Mr. Will, yea.

APPROPRIATION ADJUSTMENT
Mr. Will made a motion to adjust $25,880.00 from R001R01 MCO to A047A01 Co trs in and $25,880.00 from A217A01 co tra out to C016C02 demo & site revit trans in. Mr. Manuel seconded the motion. Vote on roll call: Mr. Miller, yea; Mr. Manuel, yea; Mr. Will, yea.

APPROPRIATION
Mr. Will made a motion to appropriate $47,000.00 into C015C01 expenses. Mr. Manuel seconded the motion. Vote on roll call: Mr. Miller, yea; Mr. Manuel, yea; Mr. Will, yea.

Mr. Will made a motion to appropriate $25,880.00 into C016C01 expenses. Mr. Manuel seconded the motion. Vote on roll call: Mr. Miller, yea; Mr. Manuel, yea; Mr. Will, yea.

CLEAN UP DAY
The Board of Commissioners would like to invite the County out to Clean Up Day on May 13, 2023. Please contact our office with any question you may have. 740-992-4630.

PICKERING PRE-BIDS
Mr. Will made a motion to allow the Clerk to advertise pre-bids for two consecutive weeks in the local newspaper. Mr. Manuel seconded the motion. Vote on roll call: Mr. Miller, yea; Mr. Manuel, yea; Mr. Will, yea.
