Harlem driver nailed in Route 17 stop after troopers found 4.9 KG of cocaine.

What began as a normal traffic stop on State Route 17 ended with troopers seizing around 4.9 kilograms of suspected cocaine from a car and arresting a Manhattan man on felony narcotics charges. Authorities identified the driver as Harlem resident Jeffrey J. Marshall, 41.

Troopers from the Liberty barracks reported seeing a 2026 Toyota driving west on State Route 17 in the town of Rockland and pulling it over in Colchester at 10:06 a.m. April 17. A search of the car revealed four compressed blocks covered in plastic and tape, containing roughly 4,913 grams of cocaine. Marshall was detained on the scene and sent to State Police Liberty for processing, according to New York State Police.

Marshall is charged with criminal possession of a controlled substance in the first degree (a class A-I felony) and criminal possession in the third degree (a class B felony), as well as many uniform traffic violations. He was arraigned in Rockland Town Court, sent to the Sullivan County Jail without bond, and is set to return to Rockland Town Court on April 21 at 3:00 p.m., according to the Newport Dispatch.

Possessing eight ounces or more of a drug is considered criminal possession in the first degree under New York Penal Law Section 220.21, a class A-I felony. That statutory threshold is far lower than the approximately 4.9 kilograms seized by troopers in this case, and sentencing for a class A-I drug offender under Article 70 of the Penal Law can result in lengthy determinate prison terms, according to the statute and sentencing provisions on Justia, as well as the Article 70 materials on Justia.

Troop F’s statement also names Trooper Jennifer Alvarez as the Liberty barracks’ public information officer. Local prosecutors are anticipated to handle any following measures in Rockland Town Court, and Marshall was held in custody pending further proceedings, according to New York State Police.
