The Gwinnett County Police Department has detained four individuals in connection with the alleged operation of illegal personal care homes in Snellville.
On April 30, Special Victims Unit officers executed two search warrants at properties on Pond Edge Road in Snellville. The department’s Behavioral Health Unit, Uniform Division, Crime Scene Unit, Gwinnett County Fire Department, Department of Community Health, Adult Protective Services, and other state agencies all assisted with the investigation.
Authorities said detectives got information that the homes were reportedly functioning as unlicensed personal care facilities for the elderly and disabled.
During their search, investigators discovered 14 people residing in the homes. One resident with dementia was taken to the hospital, according to the police.
According to authorities, crime scene specialists documented the living conditions inside the homes, where detectives allegedly discovered expired food, beverages, and medication. Fire officials and code enforcement personnel also inspected the properties.
The Department of Community Health later issued cease-and-desist letters to both homes, according to police.
On May 1, Adult Protective Services told police that someone had contacted residents in an attempt to persuade them to return to their homes.
Police identified the accused as Ishaq Mumin, Khadijah Mumin, Parys Johnson, and Ziare Saymone Anderson Kearney. All four were charged with two charges of running an unauthorized personal care home.
Authorities stated the suspects were apprehended on May 5 and put into the Gwinnett County Jail.
