David Paul Perez, 57, was taken into custody on Friday on felony financial fraud charges in Gilpin County.
Following a lengthy investigation into an alleged scheme involving over $1.1 million for an unfinished home construction project, the Colorado Bureau of Investigation arrested the suspects.
Perez, who goes by the name PJ Construction, is charged with theft, a Class 3 felony for amounts ranging from $100,000 to $1,000,000, as well as crimes against at-risk persons, another Class 3 felony.
Investigators claim that substantial payments were paid to Perez for materials and labor beginning in 2022, but the promised mansion was never built, and the funds were not used for the agreed-upon project.
The Colorado Bureau of Investigation’s Economic Crime Unit began its investigation in October 2025. This came after claims that Perez had accepted almost $1.1 million from a Gilpin County couple for the construction of a house.
After scrutinizing financial records, bank statements, and conducting witness interviews, the CBI Economic Crime Unit reported its findings to the First Judicial District Attorney’s Office. In May, prosecutors filed three theft charges.
The inquiry revealed that one of the victims was an 82-year-old female who is classified as an at-risk adult under Colorado law. Her husband died in 2025.
A warrant for Perez’s arrest was issued on May 11. Last Friday, CBI agents located and arrested Perez.
Perez posted a $50,000 cash or surety bond with the condition that he attend all future court dates.
Perez’s next court hearing is set for August 4 at 8:30 a.m. in Gilpin County.
