Social Security’s fee schedule for non-program information changed on October 1, and two of its line items got new names in the process. The Social Security Administration used to list Regional Office Certification at $82. That item now appears as Field Operations Headquarters Certification, at $65. Office of Central Operations Certification, previously $35, is now Central Processing Certification, at $30. The notice that carries the new schedule never mentions any renaming, and it prints no prior amounts for comparison. Put the 2026 table next to the 2024 one, though, and you can see what moved, what stayed fixed, and why the place a request lands matters more than the label on it.
Field Operations Headquarters Certification replaces Regional Office Certification
SSA General Counsel Mark Steffensen signed the 2026 schedule, and the Federal Register published it on September 21. It applies to every request the agency receives on or after October 1, 2026. The trigger is the receipt date, not the date someone mailed the request or the date SSA finishes the work. Federal Register liaison Faye Lipsky signed the 2024 schedule, which used the same receipt-date rule for October 1, 2024. The certification lines are where the vocabulary changed between those two documents.
A certification line applies when a requester asks SSA to certify a record for a purpose unrelated to running Social Security programs. That is the category the agency’s fee authority covers. The 2026 notice, published as 91 FR 59832, defines Field Operations Headquarters Certification as covering requests received in a field office, regional office or headquarters component, and it sets the price at $65. The 2024 notice gave the same description to Regional Office Certification, then priced at $82. For any requester, the practical question is which door a request enters, because the fee follows the point of receipt, not the name on an older fee sheet.
The fee schedule is due for review again within two years, and The Retirement Money Brief will cover the next SSA fee or records change in plain English when it happens.
Both certification lines got cheaper, but the new notice states no earlier figures, so the arithmetic is left to the reader. Using the 2024 schedule, published as 89 FR 68232, the field-office line fell $17, about 21 percent, and the central line fell $5, about 14 percent. The cuts were not across the board. Over the same two schedules, the charge for copying a paper folder rose from $122 to $151, a record extract went from $41 to $46, and third-party manual SSN verification climbed from $61 to $74.
Certified detailed earnings drop from $96 to $79
The clearest dollar comparison is in earnings records. Under the 2024 schedule, a detailed earnings request on Form SSA-7050 cost $61, and certifying the result added $35 as a separate line, for $96 in all. The 2026 schedule prices the SSA-7050 request at $49 and the certification add-on at $30, for $79. The total fell $17, about 18 percent, the same dollar drop as the field-office certification line.
The add-on stayed in the table, but it was relabeled. The 2024 row centered on certification of detailed earnings. The 2026 row reads Certification of SSA-7050 earnings, $30, marked additional. The change ties the add-on to the form number rather than a description, and the $5 cut matches the central-processing certification line exactly. The notice gives no explanation for that link, so the match in amounts is an observation about the tables, not a stated cost relationship.
SSA’s own form page had not caught up when I read it on October 6. The Form SSA-7050 page still listed fees effective October 1, 2024: $35 for certified yearly earnings totals, $61 for a non-certified itemized statement and $96 for a certified itemized one. It also carried a line saying requests postmarked before December 18, 2024 were subject to the FY24 amount. A requester relying on that page would see the superseded $96 where the Federal Register now shows $79.
Central Processing and the Office of Central Operations
The second rename is quieter. The 2024 table listed Office of Central Operations Certification, described as requests received in the Office of Central Operations. The 2026 table lists Central Processing Certification, described as requests received in Central Processing. The notice does not say whether Central Processing is the same unit under a shorter name, a reorganized one or a different channel. SSA gives no reason for either rename, and the Federal Register text is silent on the point, so any explanation would be speculation.
The record does show a narrower price gap between the two intake routes. In 2024, a field-office or regional-office certification cost $47 more than a central one, $82 against $35. In 2026, the difference is $35, $65 against $30. The central route is still the cheaper of the two, but the premium for certification at a field, regional or headquarters component shrank by $12, and the new labels now sit on both sides of that gap.
A cost rule, not a pricing choice, sets the fee levels. Under section 1106(c) of the Social Security Act, SSA may require the requester to pay the full cost of providing information for any purpose not directly related to administering its programs. The 2026 notice says the new table rests on the most recent cost analysis and that the agency must review the standard fees at least every two years. The last update was August 23, 2024. The analysis itself is not published, so the notice does not show why certification costs fell while paper-folder copying rose.
Payment terms did not change. Both notices require nonrefundable advance payment by check, money order or credit card, and neither accepts cash. Both name Stephen Hull of SSA’s Office of Finance, at (410) 966-1890, as the contact. Because payment comes first and cannot be refunded, the schedule in force on the day SSA receives a request fixes the amount paid. A request received September 30 and one received October 1 are priced from different tables.
Pricing a certified earnings request after the schedule change
The free route comes first. SSA’s earnings-record FAQ says yearly earnings totals are free when no certification or itemized statement is required. It points anyone who needs certified totals or itemized records to Form SSA-7050 and an advance fee. Anyone who needs only the totals can skip the schedule altogether, since the fees apply only when certification or itemization is the point of the request.
When a certified or itemized record is needed, the controlling numbers come from the 2026 Federal Register table, not the form page: $49 for the SSA-7050 earnings information plus $30 for certification, $79 in all, for requests received on or after October 1. The notice’s contact line for the Office of Finance is the one place the document points to for questions about how a fee is applied, since the form page names no address or payment instructions.
Routing remains the unresolved piece. Both schedules price certification by where SSA receives a request, and the 2026 notice replaced two names without saying whether the underlying offices changed. Until SSA updates its form page and explains Central Processing, the only fixed points are the dollar figures, the October 1 receipt rule and the 2026 notice’s own descriptions of which requests fall under which line.
