Convict apprehended after escaping from San Diego halfway home

A manhunt for an inmate who escaped from a Barrio Logan halfway house concluded roughly seven hours after he walked away, authorities said Wednesday.

Rudy Beltran, 50, allegedly walked away at 1 p.m. Tuesday from the Male Community Reentry Program center in the 2700 block of Boston Avenue after removing a GPS tracking device he was required to wear.

He was captured at around 8 p.m. on the same day, according to the California Department of Corrections and Rehabilitation.

Beltran was sentenced to 28 years in jail for carjacking in San Diego County in September 2009, with additional time for previous felony crimes, according to CDCR public affairs.

The reentry system enables qualifying criminals to serve the remainder of their sentences in a community-based center, assisting them in effectively transitioning from prison. The voluntary program connects participants to rehabilitative resources that assist them with job, education, housing, family reunification, social assistance, substance misuse disorders, and medical and mental-health treatment.

The CDCR stated that since 1977, 99% of detained people who fled or walked away from an adult institution, camp, in-state contract bed, or Community Rehabilitative Program Placement have been caught.
