Kenneth Dobbins, 68, has been taken into custody in connection with a June 18 dog attack that led to the death of 12-year-old Fernando Torres Moreno at a California city park.
Los Angeles County deputies detained Dobbins in Lancaster on Thursday after a citizen reported seeing him walking near her business. Deputies soon tracked down Dobbins and arrested him.
Authorities said Dobbins’ two off-leash dogs chased Fernando into a lake at the park. The youngster drowned while attempting to escape.
Dobbins is being jailed in a Kern County jail pending charges.
