PA Used Car Salesman Scammed More Than 100 For Over $2.5 Million Across The US

A former Pennsylvania used car salesman will spend at least three years in prison and must repay over $1.5 million in reparations for defrauding more than 100 people in dozens of states, the Department of Justice stated.

Edward Rock, 50, of Philadelphia, was sentenced to 41 months in prison on June 3 and three years of supervised release after pleading guilty to fraud in October 2025.

Between 2019 and 2023, the DOJ claims Rock advertised and took payment for wheelchair-accessible vehicles from scores of unwary clients, but he never delivered the vehicles.

According to DOJ court findings, Rock, a used car salesperson in the city’s northeast, advertised and received payment for non-existent autos while concealing his transactions through family accounts.

Some of his victims were folks with impairments and elderly consumers. According to the Department of Justice, he also took advantage of medical transport firms, senior living facilities, and other small enterprises.

Throughout the inquiry, officials discovered that Rock frequently sold the same vehicle to multiple individuals.

Over the course of three years, Rock defrauded over 100 victims of more than $2.5 million. The DOJ revealed that some victims were returned, but more than 75 victims are still unpaid and have not received their purchased vehicle, totaling more than $1.45 million in fraudulent funds collected by Rock.

The DOJ announced that Rock will be supervised for at least three years after serving his prison sentence.
