Man charged with attempted murder and kidnapping illegally entered U.S. in 2023

A man charged with attempted murder and the kidnapping of a 15-year-old girl in Baltimore illegally entered the United States in 2023, according to Homeland Security Investigations (HSI).

According to the federal agency, US Immigration and Customs Enforcement (ICE) has filed a detainer in Maryland, requesting that Abubakarr Barrie not be released.

According to HSI, Barrie was detained by the New York City Police Department in July 2026, and ICE submitted a detainer.

However, HSI stated that officials refused to honor it.

Barrie was released only three months before committing attempted murder and kidnapping in Baltimore.

Last week, Barrie, 23, was denied bond after being arrested on nine felony offenses, including first- and second-degree attempted murder, kidnapping, and assault.

According to the charging paperwork, on October 22, Barrie is accused of picking up a 15-year-old girl in his automobile in Druid Hill Park and kidnapping her. Specifically, bringing her into his home’s basement, where he is accused of pulling off her clothes and stabbing her many times in northwest Baltimore.

The young teen was able to fight off her attacker, leave the house, and seek help.

First responders took the woman to Sinani Hospital, where medical personnel found she had sustained five stab wounds, one of which resulted in a collapsed lung.

Investigators said detectives were later able to obtain additional information from the victim, including the fact that she had requested or accepted a ride from the unknown individual and informed him that she was attempting to reach PlataKing in northeast Baltimore.

The victim told officers that when she told Barrie he was driving the wrong way, he became violent, putting her in a headlock and taking her to what we now know was his address on Garrison Boulevard.

Detectives claimed the victim described the suspect’s car and Cash App account, and investigators traced a phone number associated with the account to Barrie, as well as his vehicle details.

According to authorities, the teenager identified Barrie from a photo lineup.

The court heard Barrie’s defense claim that he had no past criminal history.

According to online records, he was jailed for prostitution in Baltimore County over three months ago. The case was tagged as “stet,” which means it is on hold.

A nearby house produced surveillance video that captured a portion of the conversation between Barrie and the victim.

It shows a white automobile entering the driveway at 8:09 p.m. The homeowner identified the man exiting as Barrie. A female is also spotted exiting and heading toward the basement entrance.

“I saw him get here with the female. “They both got out of the car, walked to the basement door, and went inside,” the homeowner explained.

Approximately 43 minutes later, surveillance video timestamped at 8:52 p.m. shows a female fleeing the house.

“About maybe 30 minutes or an hour later, I just see her bolt, like she just opens the door and runs,” the homeowner reported.

The homeowner stated that Barrie was renting a room in the basement and had returned to the property around one or two months prior to the incident after previously residing there and later moving to New York.

The surveillance footage only shows portions of what happened outside the property and not what happened inside the vehicle or basement.

The homeowner stated that after learning more about the charges, he sent the film to Baltimore Police and shared it with FOX45 News.

Barrie will stay in detention until his preliminary hearing on November 25.
